How to show underlined letters in menu and dialog boxes in Windows 8

The underlined letters shown in menu and dialog boxes in previous versions of Windows has disappeared in Windows 8. The underlined letters provide a clue for user to use Alt+ the underlined letters to choose the menu command that you want using keyboards.
In Windows 8 now, you can press and release Alt to show the underlined letters, you can then press the corresponding letter on the keyboard to choose so and so menu commands.
However in a dialog box, you have to press Alt+ the corresponding letter.
