Txiki Begiristain and Fernan Soriano of Manchester City are planning to make an exceptional offer to sign Lionel Messi for $200 million as he is yet to be offered a better contract by Barcelona FC who as of recently seem to indicate that they need Messi to be at his best for him to be offered better terms, but what is surprising is they offered Neymar, a new signing who has no European club football experience a contract better than even that of Messi.
